Presently these facilities are manned by contracted instructors who provide classroom instruction, develop practical application scenarios, and provide performance feedback to units. While the current focus of these facilities is to provide predeployment CIED training in order to meet Afghanistan- or Iraq-specific theater training requirements, in the future they can function in the same manner that installation gas chambers do today.
This reduced training cadre should be adequate for providing an annual training package to Operating Forces Marines, although reduced from the contingency training provided today. With personnel, equipment, and facilities in place, developing an enduring Service IED defense program is academic. Central Command has published individual and collective CIED training standards that must be met prior to deployment into the Central Command area of operations.
Just like the NBCD training order, the future IED defense training order should specify an annual training requirement and direct that IED events be incorporated into all other training events. The future IED defense annual training requirement should be the IED-related equivalent of going to the rifle range, gas chamber, or pool. There should be refresher classes on the current IED threat, equipment, and tactics, followed by evaluated practical application training in locating IEDs and reacting to them.
The specifics of an annual training package should be developed from currently required predeployment IED training. The final requirement for a future IED defense training program is a periodic unit certification or inspection.
The proposal discussed above will provide the Marine Corps with an ability to operate in future IED environments without a large annual contingency cost. What is required is a paradigm shift to realign several MOSs and introduce a new fundamental training consideration.

Now is the time to shape the IED defense program of the future as resources are available, there is a strong demand to address the IED problem, and multiple IED-related working groups exist that can work the details of a future program. No one wants to operate in an environment contaminated with IEDs, but the only way to reduce their use is to be so adept at countering them as to render them largely useless as a weapon.
IEDs cause an inordinate number of casualties. They are extremely effective weapons of war.
